What are the reduced-hour ATP paths?

A bachelor's degree with an aviation major from a part 141 school can qualify for a Restricted ATP at 1,000 hours; an associate's degree in aviation qualifies at 1,250 hours; certain military pilots qualify at 750 hours. These restricted ATPs let you fly for a Part 121 airline before hitting the full 1,500 but carry limitations (like captain upgrade restrictions) until full requirements are met.

Does simulator or ground instruction time count toward the 1,500?

No — flight instructor ground instruction time doesn't count as flight time. What comes after hitting 1,500 hours?
