County tax is the real number
Indiana's 2.95% state rate looks tiny, but all 92 counties levy a local income tax. The combined state+county burden for most Hoosiers lands between 4.5% and 5.8% — closer to Ohio than to a no-tax state.
Indy vs. Chicago arbitrage
An $85K salary in Indianapolis (combined ~4.97% state+county) vs. Chicago (IL 4.95% flat) is nearly a wash on income tax — but Indiana's ~30% lower housing costs do the real work.
The phase-down schedule
IN legislation steps the rate down 0.05% per year through 2027, contingent on revenue triggers. 2.95% (2025) → 2.9% (2026) → 2.85% (2027) if triggers hold.
