Why Shorts RPM changes so much by country
Shorts don't run ads inside your video. Ads run between Shorts in the feed, YouTube deducts music-licensing costs, and the remainder becomes a creator pool allocated by each creator's share of monetized Shorts views in their viewers' region. That regional allocation is why the same Short earns 10–20× more from US views than from tier-3 views.
Your own location is irrelevant. A creator in Manila with a majority-US audience earns US-level Shorts RPM; a US creator whose views come from India earns tier-3 rates. Check YouTube Studio → Analytics → Audience → Geography and model your largest viewer country first.
Two other factors compress payouts everywhere: heavy use of licensed music (deducted before the pool is split) and unmonetized views (views that never served a feed ad). Both explain why a real payout can land well below the headline range. Full method and sourcing in our methodology.

- Roughly $0.10–$0.22 in the United States, $0.08–$0.16 in the UK, Canada and Australia, $0.08–$0.14 in Germany and the Nordics, $0.03–$0.05 in Brazil and Mexico, and $0.01–$0.03 in India, Indonesia and the Philippines.
- Does the country I live in change my Shorts payout?
- No. Payouts follow viewer location, not creator location. Your tax treatment and payment currency depend on where you live; your RPM does not.
- Why is my Shorts RPM lower than the country figure here?
- Usually a mixed audience (these figures assume a single country), heavy licensed-music usage, or a low monetized-view rate. Blend the rates above by your actual geography split for a closer estimate.
- Do Shorts pay less than long-form in every country?
- Yes — the gap is roughly 30× everywhere, because it comes from the pool mechanism rather than local ad rates. Shorts are best treated as audience acquisition that feeds long-form and sponsorships.
