About this calculator
As of January 2025, the Social Security Fairness Act repealed both the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO), so most people affected historically now receive their full, unreduced Social Security benefits going forward, including retroactive adjustments back to January 2024. This tool is kept for historical and educational reference so you can see how the old formulas worked, since some state-specific pension systems and older records still reference these rules. WEP used to reduce the first-tier 90% factor in the PIA formula down to as low as 40% for people with pensions from work not covered by Social Security (many teachers, police, firefighters, and federal CSRS employees). GPO used to reduce spousal or survivor Social Security benefits by two-thirds of the non-covered government pension amount. Use this to understand the old mechanics or verify legacy statements; current benefits should no longer include these reductions.

FAQ
Are WEP and GPO still in effect?
No. The Social Security Fairness Act, signed into law in January 2025, eliminated both provisions entirely. Benefits are recalculated without the reductions, and SSA issued retroactive payments covering the increase back to January 2024 for people previously affected. If your statement still shows an old WEP/GPO-reduced figure, it should have since been corrected.
Who used to be affected by WEP?
People who worked in jobs not covered by Social Security — commonly teachers in certain states, police and firefighters in state/local pension systems, and federal employees hired before 1984 under CSRS — who also had enough separate Social Security-covered work to qualify for a retirement benefit on their own record.
Who used to be affected by GPO?
Spouses or widows/widowers who received a government pension from non-covered work and also qualified for a Social Security spousal or survivor benefit based on a spouse's record. GPO could reduce or completely eliminate that spousal/survivor benefit.
Why does this calculator still exist?
For historical reference, to help people understand old benefit statements, verify retroactive correction amounts, and for the rare legacy administrative cases still referencing pre-2025 rules. Do not use it to estimate your current or future Social Security benefit.
