Why do stipends trigger payroll tax the same as salary?

Stipends are taxable W-2 wages in the US, so they carry the same FICA employer match and often count toward pension contribution formulas. Districts frequently underbudget this because they think of stipends as one-off bonuses rather than ongoing payroll liability.

How do districts typically set stipend amounts?

Most use a salary-schedule-style index, e.g., head football coach at 12% of a step-1 teacher salary, assistant coaches at 6-8%, and club advisors at 2-4%. This keeps stipends consistent and defensible across positions of similar time commitment.

Does this account for stipends paid to non-teaching staff?
