About this calculator

Licensed capacity sets the legal ceiling on how many children a center or classroom can enroll, and the gap between that ceiling and actual enrollment represents real, quantifiable revenue that a licensing amendment, renovation, or staffing change could unlock. This calculator computes the dollar value of unused licensed capacity at current tuition, and separately estimates the revenue available from expanding licensed capacity itself (adding square footage or reclassifying space) if you're considering a licensing amendment. FAQ

Does closing the unused-capacity gap cost anything?

It requires enrollment (marketing, admissions effort, possibly staffing up to the new headcount's ratio requirement) but not a licensing or facility investment, since you're already licensed for those seats. Compare this 'unused value' figure to your marketing budget to judge whether enrollment investment or facility investment is the better next dollar.

What goes into 'expansion cost' for a licensing amendment?

Construction or renovation to meet square-footage-per-child requirements, additional playground or outdoor space if required, updated fire and health inspections, and any furniture or equipment for the new capacity.
