US withholding & tax reporting in United Arab Emirates

Step 1 — File W-8BEN in AdSense

Google must withhold US tax on the share of your revenue that comes from US viewers. The default rate is 30%. Filing W-8BEN in AdSense > Payments > Tax info under the US–United Arab Emirates treaty drops it to 30%. Skipping this step is the most expensive unforced error a non-US creator can make.

Step 2 — Report locally in United Arab Emirates

No personal income tax for residents. Corporate tax of 9% only kicks in above AED 375k of taxable business profit — most freelance creators stay below. No VAT on exports of services. No US–UAE income tax treaty, so AdSense US-viewer revenue is withheld at the full 30%.

Tax rules change. This is general information, not tax advice — confirm specifics with a local accountant before filing.

Honest take: what most United Arab Emirates creators get wrong

UAE looks like a tax paradise for creators and largely is — 0% personal income tax, AED pegged to USD so payouts are FX-stable. The catch is 30% US withholding on US-viewer revenue, which there's no treaty to reduce. Above AED 375k of profit, the new 9% corporate tax also applies — many creators incorporate as a Free Zone entity for the qualifying-income carve-out.
